Minneapolis Park & Rec Comprehensive Plan Comment Period
Parks for All, the Minneapolis Park and Recreation Board 2021 Comprehensive Plan, was developed through extensive staff, community, agency partner and commissioner input through an almost two-year process. The plan sets a direction for the Minneapolis Park and Recreation Board through 2030. It will help guide resources to best meet the park and recreation needs of residents, visitors, and workers.
The draft Minneapolis Park and Recreation Board (MPRB) 2021 Comprehensive Plan is open for public comment through January 18, 2021, and the Board is requesting public feedback. Following the public comment period, the plan will be revised based on public feedback and brought to the MPRB Board of Commissioners for adoption.
• It will provide guidance in developing policy, establishing or changing programs and services, setting the budget and creating park improvements over the next decade.
• It is a tool for communicating to our staff, commissioners and the general public about what we do and value.
• It will build on what works now while identifying gaps in programs, services and strategies we need to fill in the next decade. Parks for All focuses on the park system as a whole, not specific recommendations for individual parks.
• It will build from master plans, other policies and activity plans, strategic directions and the community input gained during the last two years of engagement across the system, all of which incorporate more specific recommendations.

Upper Harbor Terminal Public Comment Period
The City of Minneapolis, the Minneapolis Park and Recreation Board (MPRB), the master developer: United Properties, and the community are midway through a planning process that will guide the redevelopment of the UHT site. The goal is to transform this unique site from its historic use as a barge shipping terminal to a combination of riverfront park amenities and community-benefitting private development – including a large music venue, housing, a community hub and businesses.
The 48-acre Upper Harbor Terminal site is owned by the City of Minneapolis and is located along the Mississippi River, generally between Lowry Avenue and Dowling Avenue North – right across from Marshall Terrace Park. The site is the largest development opportunity along the river and will include almost a mile of riverfront park in north Minneapolis – with bike and walking trails that will, eventually, connect to the rest of the trails in Minneapolis (and beyond).
On Friday, December 4, 2020 the City released the Draft Plan and began a public comment period which will end on January 15, 2021. There will be many opportunities to learn more about this development and to share your thoughts. The Marshall Terrace Neighborhood Organization (MTNO) is hosting a Community Meeting to discuss this development via Zoom on Tuesday/January 12, 2021, from 7- 9pm.

Small Business COVID Relief Funds
To reduce the economic impacts of COVID-19 restrictions, the Hennepin County Board of Commissioners allocated $8 million in CARES Act funds on Tuesday, November 17, to support restaurants, bars, and food service establishments.
In addition, approximately $5 million in CARES Act funds remaining from prior Small Business Relief rounds is available to support gymnasiums, fitness facilities, and other indoor recreation, event, and entertainment venues. Grant amounts:
